Slechts 4% van bedrijventerreinen beschikt over voldoende netcapaciteit – whitepaper wijst de weg naar duurzame doorbraken

Amsterdam, 11 juni 2025 – Slechts 4% van de Nederlandse bedrijventerreinen heeft nog volledige of beperkte netcapaciteit. De rest kampt met lange wachttijden, oplopend tot 2036. De opmerkelijke bevindingen staan in de whitepaper van DGBC (Dutch Green Building Council), logistiek vastgoedontwikkelaar Panattoni, LXA Advocaten en vastgoedmakelaar Dynamis. De publicatie, genaamd: ‘Van knelpunt naar kans: Logistiek vastgoed als motor van de energietransitie’, werd vandaag gepresenteerd tijdens vastgoedbeurs PROVADA en laat zien hoe juist logistieke gebouwen, vaak gezien als grote energieverbruikers, een sleutelrol kunnen vervullen in het oplossen van het netcapaciteitsprobleem en het versnellen van de energietransitie.

Martin Mooij, Manager Certificering en Programmamanager Paris Proof bij DGBC, nam tijdens de presentatie het eerste exemplaar van de whitepaper in ontvangst: “De urgentie om CO₂-uitstoot te verlagen en energie slimmer in te zetten, is groter dan ooit. Logistieke gebouwen bieden door hun schaal en positie een uitgelezen kans om daar een rol in te spelen.”

Netcapaciteit onder druk: zowel drempel als drijver van de transitie

De whitepaper schetst een zorgwekkend beeld van de netcapaciteit in Nederland en brengt de hardnekkigste knelpunten in beeld. In de provincies Noord-Holland, Zeeland en delen van Friesland, zijn de wachttijden voor nieuwe aansluitingen opgelopen tot 2036. Deze wachttijden geven een indicatie, maar zijn geen garantie. Zo werd op 12 juni bekend dat de uitbreiding van het hoogspanningsnet in Gelderland, Utrecht en de Flevopolder jaren vertraging oploopt. Oorspronkelijk stond de uitbreiding gepland voor 2029, maar inmiddels gaat netbeheerder TenneT uit van 2033. De verdere ontwikkeling van bedrijventerreinen met logistieke functies komt hierdoor onder druk te staan; een serieuze belemmering voor de sector die momenteel goed is voor 8 à 9% van het bruto binnenlands product (bbp).

Tegelijkertijd laat de publicatie zien dat de toenemende netcongestie ook kansen biedt. Het stimuleert de ontwikkeling van innovatieve energieoplossingen en versnelt structurele, duurzame veranderingen binnen de logistieke vastgoedsector. In rap tempo ontstaat een nieuwe generatie bedrijfsgebouwen die lokaal energie opwekt, buffert en verbruikt – en zo actief het energienet ontlast. Bovendien dragen deze maatregelen bij aan de verduurzaming van bedrijfsvoering van de gebruikers, waardoor de energietransitie in een stroomversnelling komt.

Wetgeving als katalysator voor oplossingen

De problematiek van netcongestie leidt de afgelopen jaren tot spanningen tussen betrokken partijen en roept juridische vragen op over de verantwoordelijkheden van netbeheerders en de rechten van afnemers. Tegelijkertijd ontstaan er nieuwe kansen dankzij Nederlandse regelgeving, beleidsmaatregelen én toekomstige Europese wetgeving.

De logistieke vastgoedsector beschikt over unieke fysieke en functionele eigenschappen die kunnen bijdragen aan de verlichting van het overbelaste stroomnet. Grote daken bieden ruimte voor grootschalige zonne-energieopwekking, terwijl het energieverbruik – onder andere door het laden van elektrische voertuigen, koelinstallaties en warmtepompen – ter plekke plaatsvindt. Door energieproductie en -consumptie lokaal te koppelen via batterijopslag, slimme laadinfrastructuur en energiebeheer, wordt het elektriciteitsnet minder belast op piekmomenten én beter benut tijdens daluren.

Voor de uitvoering van deze oplossingen speelt de juridische context een cruciale rol. De aankomende Energiewet en aangescherpte Europese richtlijnen (EPBD) dwingen eigenaren van utiliteitsgebouwen tot verduurzaming, maar stimuleren ook lokale oplossingen zoals cable pooling, onderbreekbare contracten en slimme energiedeling. De whitepaper van ‘Knelpunt tot Kans’ biedt hiervoor praktische handvatten en best practices.

DGBC: focus op werkelijk energiegebruik

Tot slot roept de whitepaper op om af te stappen van een focus op theoretische energielabels en te sturen op daadwerkelijk verbruik. DGBC introduceerde daarvoor de WEii-methodiek (Werkelijke Energie-Intensiteit indicator), die in deze publicatie wordt toegelicht. Logistieke gebouwen, vaak grote energieverbruikers, kunnen met deze aanpak aantonen hoeveel ze besparen en lokaal opwekken – en daarmee hun CO₂-footprint fors verlagen.

“Door werkelijke energieprestaties centraal te stellen, maken we de stap van label naar resultaat,” aldus Martin Mooij, Manager Certificering en Programmamanager Paris Proof bij DGBC.
